Recommended Scaffolding Criteria for Pavement Licences

Following the regular occurrence of unsafe scaffolding on the UK's public highways the NASC (National Access & Scaffolding Confederation) - the national body for scaffolding regulations and guidance undertook a review of scaffold pavement licence criteria and protocol issued by local authorities and highway agencies between November 2009 and January 2010. Having now completed the exercise the NASC became alarmed at the lack of specific criteria for erecting a scaffold on a public highway. It has become evident that a recommended level of criteria and expectations should be set and should be adopted by all local authorities/highway agencies to ensure that a minimum (best practice) standard is in place to ensure the health and safety of both the scaffolding operatives and the general public.

23 organisations representing local authorities and highway agencies from across the UK attended a seminar on Thursday 25th March 2010 to review and discuss the proposed new template - hosted by the NASC.

Following the seminar further feedback was received and any content corrected where appropiate.

Further consultation on the content of the document was then taken with the following organisations...

  • Health & Safety Executive
  • Highways Authority
  • Joint Authorities Group UK (JAG UK)
  • National Traffic Managers Forum (NTMF)


The final document available here has incorporated virtually all comments and suggestions made by all the parties indicated above and is intended to improve the quality of scaffold structures on the public highway in accordance with current legislation, guidance and protocol and in turn minimise the risk of accident or injury to the general public or operatives working on or near the scaffold.

The document is intended for use by any authority that issues the approval of licences or permits for scaffolding on the public highway.

The document is formatted in a 'form' style to allow those authorities that can adopt this format to easily do so. We recognise that some authorities may have their own prefered method for distribution of the content and as such this document is deliberately in an editable format to allow for local variations of distribution, eg hardcopy, digital, on-line software.
