Kier and Mole Valley Council Join Forces to Transform Leatherhead Town Centre

Kier and Mole Valley Council secure £350m to transform Leatherhead town centre

Kier Property, the property arm of Kier Group, has entered into a joint venture (JV) with Mole Valley District Council (MVDC) to deliver a major regeneration project in Leatherhead town centre.

The JV will redevelop the Swan Shopping Centre and Bull Hill, two sites that cover a total of 10.15 acres and are part of the “Transform Leatherhead” programme. The programme aims to revitalise the town and make it more attractive and vibrant for residents, businesses, and visitors.

The JV’s vision is to create a mixed-use development that will provide 450 new homes, as well as commercial, retail, and community spaces. The project will also enhance the public realm and transport infrastructure in the area.

The JV will work on developing a masterplan and proposal for the project over the next 12 months, with preliminary works such as ground surveys starting this year. A formal stakeholder consultation will begin in early 2024, followed by a planning application.

Leigh Thomas, Group managing director for Kier Property, said: “We are delighted to have signed the joint venture agreement with Mole Valley District Council to deliver this important regeneration scheme for Leatherhead. The success of this joint venture builds on our track record with public and private sector clients including, Network Rail and Watford Borough Council, in helping them regenerate underutilised brownfield sites to create new communities for the future where people work, live and thrive.”

The JV has appointed Montagu Evans as chartered surveyor and Freeths as legal advisors for the project.

A development notice reads: “Together we can create a legacy for the town, a place for people that stands the test of time as an exemplar of sustainable development.”
