This guidance is for people who have management, supervisory or other health and safety responsibilities in scaffolding yards and intended as an aid to health, safety and environmental management and help reduce the number of injuries, cases of occupational ill health or harm to the environment.
Health surveillance is the application of systematic, regular and appropriate procedures to detect early signs of work related ill health in employees who are exposed to certain health risks. An important area for consideration in managing well and leading to consideration of behavioural safety.

The Handover Certificate will advise the client that at the time of the handover, the scaffold has been built to the required specification, it was suitable for the duty intended, it complies with the requirements of the Statutory Regulations, was structurally sound and in a safe condition for use. The legal requirement for rescue is specified in the ‘Work at Height Regulations 2005’ and require every employer in selecting work equipment for use in work at height to take account of the need for easy and timely evacuation and rescue in an emergency.
