Under the Construction (Design & Management) Regulations 2015, clients, principal contractors, and contractors have an important role in managing health and safety risks during the construction phase. Among their duties, they are required to check that anyone they appoint has the skills, knowledge, experience and where required the organisational capability to carry out their work safely and without risk to health.
NASC members are rigorously audited to the highest standards (e.g. audited for compliance to TG20 & SG4 standards, 50% minimum scaffolders/advanced workforce).
Non-NASC scaffolding contractors, and their scaffolding operations, may not have been rigorously audited to the same standards as the NASC and may not have the same organisational capability to ensure that TG20 compliance and bespoke design work is carried out to a high standard.
Therefore, clients, principal contractors and contractors should apply the same stringent auditing process to non-NASC scaffolding contractors to satisfy themselves that the risk is as low as practical.
They should also satisfy themselves that the proposed scaffolding workforce are fully trained in line with NASC and CISRS standards, to ensure that scaffolds are erected correctly to TG20 compliance sheets or bespoke design drawings.
It is also important to note that NASC auditing criteria requires scaffolding contractors to have a minimum of 50% trained operatives e.g., 50%+ scaffolders and advanced scaffolders, and are audited regularly to ensure full compliance.
