Last chance to bid for £207m scaffolding framework
NASC members who work with the public sector are being encouraged to put in bids for a major new framework as Efficiency East Midlands (EEM) seeks more applicants for its tender for scaffolding services, worth an estimated total value of £207m.
The four-year framework is intended to replace EEM's existing agreement, which expires in September 2026. It will provide EEM members with access to scaffolding erection, dismantling and removal services, together with surveys, design, ordering, inspection and handover across a wide range of domestic and commercial projects.
The framework has been divided into two geographical lots:
- Lot 1: Midlands
- Lot 2: National coverage across England and Wales.
Projects are expected to include housing, sheltered accommodation, schools, colleges, universities, hospitals, care facilities, community buildings, leisure centres, industrial units and other public sector assets managed by EEM members.
Suppliers bidding for the framework must employ scaffolders with all the relevant CISRS qualifications, while the tender also states that membership of a trade body such as NASC is recommended. The framework will be available to a broad range of publicly funded organisations, including registered providers of social housing, local authorities, NHS organisations, emergency services, educational establishments, charities and central government bodies that are authorised to use EEM procurement frameworks.
According to the contract notice, EEM expects to appoint up to 16 suppliers across the framework, although it reserves the right to appoint fewer. Call-off contracts awarded under the framework may extend for up to five years beyond the expiry of the framework agreement itself.
The tender was initially published in late April and final submissions are due by 7 July 2026. The framework is scheduled to commence in September 2026.
