NASC launches updated manifesto
NASC has launched its updated 2026 Manifesto, setting out eight key actions it believes will support a safer, more skilled and productive scaffolding and access sector, while helping to strengthen the wider UK economy.
The new manifesto builds on NASC’s existing policy platform with the eight actions calling for stronger supply chains, proportionate employment regulation and greater investment in skills and workforce development.
Speaking at the launch of the manifesto, Clive Dickin, NASC and CISRS Group CEO, said, “This latest manifesto marks a change in approach for NASC. Rather than remaining a static document, it will now be reviewed and updated regularly to reflect changes in government policy, legislation and the challenges facing members.”
He added that responsibility for maintaining the manifesto will sit with NASC’s ESG and Public Affairs Committee, ensuring the organisation’s policy priorities continue to reflect the needs and views of members.
The manifesto highlights the scale and importance of the sector, with NASC members contributing almost £3bn in added value to the UK economy while providing access and temporary structures across construction, infrastructure, energy, manufacturing, transport and other industries.
The eight actions span six main policy areas:
- Supply chain support
- Employment law
- Skills
- Training
- Safety
- The environment
Among its recommendations are stronger protections and prompt payment for contractors and subcontractors, greater investment in further education, improved careers education and work experience, and targeted access to skilled overseas workers.
It also calls for increased funding for the Health and Safety Executive (HSE), greater public awareness of safe and compliant scaffolding, continued support for the Building Safety Regulator and changes to transport rules affecting scaffolding businesses.
NASC President Sarah Klieve said: “Scaffolding is a highly skilled industry that plays a vital role in keeping the UK building, maintaining and improving its infrastructure. This manifesto gives us a clear platform to champion our members and make the case for the policies that will help responsible businesses invest, grow and continue raising standards.”
The manifesto concludes that collaboration between industry, government and the education sector - including the CISRS centres offering scaffolding training - will be essential to creating a modernised scaffolding and access sector capable of unlocking growth, while continuing to improve safety, skills and efficiency.
